The island beneath the Burj Al Arab is younger than the sea around it and older than the tower it holds. Contractors drove more than 250 concrete piles forty metres into the seabed off Umm Suqeim from 1994, then faced the reclaimed ground with a honeycomb armour of concrete blocks to absorb the Arabian Gulf swell.
The hotel opened on 1 December 1999. Boats saw the finished silhouette before the roads did, and the Dubai jetski rental fleet still approaches it the way its first visitors arrived — from the water.
Umm Suqeim Fishing Harbour, off Jumeirah Road, is the working counterweight to that spectacle. Fibreglass skiffs land hamour and sherry here before dawn; ice boxes stack along the quay; two breakwater arms hold a channel barely wide enough for two hulls abreast. Entry to the harbour costs 0 AED, and nothing about the place has been polished for visitors. It remains a fishermen's quay that happens to sit two kilometres from one of the most photographed buildings on earth.

Tom Wright of Atkins drew the profile in 1993 as a spinnaker filled with wind, and the finished structure carries the metaphor to 321 metres — the exoskeleton in exposed steel, the west face closed by a double-skinned Teflon-coated glass-fibre screen that reads white by day and takes coloured light after dark. Inside, the atrium rises 180 metres. A cantilevered helipad sits at 212 metres; a restaurant is suspended 27 metres out over the water on the seaward side. Roughly 1,790 square metres of 24-carat gold leaf line the interiors. None of that is visible from the sea, which is the quiet logic of a Dubai jetski rental tour: the building was composed as a distant object, and the water is where the composition resolves.
